In the array of modern art does one really believe that art should
be disciplined? There is no definition of art; its understanding is a
subjective perception of an individual’s ideologies. A film maker is that eye
of the society who possesses the ability, power and opportunity to act as the
eagle of the society and show the bigger picture. An accumulation of these
still frames into a moving reel is a powerful tool that a film maker uses to
showcase his/her imagination of the unusual.
First Frame is a platform to showcase the films produced across
the world by young amateur student film makers and provide them an
international stage to showcase their work. We believe that in life one must
learn from hurdles that come its way and dream big with open eyes. So no matter
how big, wild, or unrealistic our goals might be, we must follow them till the
very end. This is what First Frame stands to achieve, because “If you can dream it, you can film it”.
First Frame 2013- 5th International Students’ Film Festival is
scheduled to be held on 2nd and 3rd April 2013 at Sri Ram Centre, Mandi House,
New Delhi, India.
Rules and Regulations:
1. There is no entry fee for the
participation
2. Only individual student entries will
be allowed
3. The film must have been made during
the course duration. Only films made in or after January 2011 are acceptable
(Film Completion date to be certified by the institute.
4. Proposed categories of Awards:
a. Best Film- International
b. Best Film- Indian
c. Best Film- Undergraduate
d. Best Film- Animation
Maximum duration of all films can be 25 minutes.
5. The value of each award is INR 25,000 for the best film in respective categories (as mentioned above). In addition, the jury has the discretion of conferring other special awards if need be.

6. Each director can send a maximum of
two films. Separate application forms to be submitted for each film.
7. All films are to be publicly/privately
uploaded on YouTube/Vimeo and the link is to be provided in the Application
Form.
8. Entries once submitted cannot be
withdrawn.
9. Submission deadline for all entries
is 20th February 2013. Entries received after this date will NOT be
accepted for First Frame 2013- 5th International Students’ Film
Festival.
10. The format for the films to be
previewed by the jury for selection and awards is a high resolution Quicktime
movie (.mov) file. No other format will be accepted.
11. Two DVDs with a copy of film must be submitted along with filled entry form, production stills and
poster.
12. Each DVD must be labeled clearly
with the following details:
a. Title of the film
b. Director’s Name
c. Language
d. Duration
e. Category applied for
13. All films must be subtitled in
English.
14. In case the producer and Copyright
Owner are different persons/organization, then the permission of Copyright
Owner is also necessary. Please attach necessary documents.
15. A hard copy of the application form
and declaration to be duly forwarded under the seal and signature of the
Institute head/concerned authority.
16. In case of dispute regarding content
of the film the sole responsibility will be of the Film Producer.
17. MBICEM reserves the right to accept
or reject any entries without assigning any reason.
18. Your submission will be a part of
the First Frame library.
19. Clips from your entry may be used
for Festival promotional purposes.
20. The films for the screening would be
selected by a specialized jury and details regarding the selected films would
be posted on the First Frame website in early March 2013.
21. The decision of the jury will be
final and binding.
22. If it is discovered at any time
(before, during or after the event) that any student has made an attempt to win
this award by getting the film made by professionals or non-students and
subsequently send the entries in the name of student of any institute, then the
student and the institute will be blacklisted and debarred from participating
in subsequent awards/events for all the times to come and such names will be
listed on the website of First Frame. The said student or institution may also
be liable for legal proceedings for deliberate misrepresentation of facts and
cheating.
23. MBICEM will not be responsible for
any postal/courier delays, or any kind of tampering with the courier. It is the
sole responsibility of the participant/institute to assure the delivery on
time.
24. Sending of online application form
doesn’t confirm participation. All entries would be considered valid only when
the courier, with all original documents, is received at MBICEM.
Eligibility Criteria:
1. Only films produced in or after
January 2011 are eligible for entry into First Frame 2013.
2. Only students studying any media/mass communication/journalism/film-making course in any
recognized Government/Ministry approved institute/university can participate.

4. Take a printout of the filled-in application
form and sign it.
5. Take a printout of the ‘Bonafide Student Certificate’ by clicking here. It must be filled and signed by the Director/Principal
of your institute.
6. Send the following documents by courier:
a. Two sets of preview DVDs
b. Printout of the filled-in
application form
c. Filled and signed ‘Bonafide Student Certificate’
d. A CD containing:
i.
Synopsis
of the film (100-150 words)
ii. Director’s
biography (100-150 words) alongwith a photograph
iii. Poster
and production stills of the film
